NASA About to Pull Plug on Mars Rover, Silent for 8 Months

NASA is trying one last time to contact its record-setting Mars rover Opportunity, before calling it quits.

The rover has been silent for eight months, victim of one of the most intense dust storms in decades. Thick dust darkened the sky last summer and, for months, blocked sunlight from the spacecraft’s solar panels.

NASA said Tuesday it will issue a final series of recovery commands, on top of more than 1,000 already sent. If there’s no response by Wednesday — which NASA suspects will be the case — Opportunity will be declared dead, 15 years after arriving at the red planet. 

Team members are already looking back at Opportunity’s achievements, including confirmation water once flowed on Mars. Opportunity was, by far, the longest-lasting lander on Mars. Besides endurance, the six-wheeled rover set a roaming record of 28 miles (45 kilometers.)

Its identical twin, Spirit, was pronounced dead in 2011, a year after it got stuck in sand and communication ceased.

Both outlived and outperformed expectations, on opposite sides of Mars. The golf cart-size rovers were designed to operate as geologists for just three months, after bouncing onto our planetary neighbor inside cushioning air bags in January 2004. They rocketed from Cape Canaveral a month apart in 2003.

It’s no easier saying goodbye now to Opportunity, than it was to Spirit, project manager John Callas told The Associated Press.

“It’s just like a loved one who’s gone missing, and you keep holding out hope that they will show up and that they’re healthy,” he said. “But each passing day that diminishes, and at some point you have to say ‘enough’ and move on with your life.”

Deputy project scientist Abigail Fraeman was a 16-year-old high school student when Opportunity landed on Mars; she was inside the control center as part of an outreach program. Inspired, Fraeman went on to become a planetary scientist, joined NASA’s Jet Propulsion Laboratory in Pasadena, California, and ended up deputy project scientist for Opportunity. 

“It gives you an idea just how long this mission has lasted,” she said. “Opportunity’s just been a workhorse … it’s really a testament, I think, to how well the mission was designed and how careful the team was in operating the vehicle.”

Rather than viewing the dust storm as bad luck, Callas considers it good luck that we skirted so many possible storms over the years. Global dust storms typically kick up every few years, and “we had gone a long time without one.”

Unlike NASA’s nuclear-powered Curiosity rover still chugging along on Mars, Opportunity and Spirit were never designed to endure such severe weather.

Cornell University’s Steve Squyres, lead scientist for both Opportunity and Spirit, considers succumbing to a ferocious storm an “honorable way” for the mission to end. 

“You could have lost a lot of money over the years betting against Opportunity,” Squyres told the AP Tuesday. 

The rovers’ greatest gift, according to Squyres, was providing a geologic record at two distinct places where water once flowed on Mars, and describing the conditions there that may have supported possible ancient life.

NASA last heard from Opportunity on June 10. Flight controllers tried to awaken the rover, devising and sending command after command, month after month. The Martian skies eventually cleared enough for sunlight to reach the rover’s solar panels, but there was still no response. Now it’s getting colder and darker at Mars, further dimming prospects.

Engineers speculate the rover’s internal clock may have become scrambled during the prolonged outage, disrupting the rover’s sleep cycle and draining on-board batteries. It’s especially frustrating, according to Callas, not knowing precisely why Opportunity — or Spirit — failed. 

Now it’s up to Curiosity and the newly arrived InSight lander to carry on the legacy, he noted, along with spacecraft in orbit around Mars.

As for Opportunity, “It has given us a larger world,” Callas said. “Mars is now part of our neighborhood.”

Heading South: Warming to Change How US Cities Feel in 2080

The climate in New York City in 60 years could feel like Arkansas now. Chicago could seem like Kansas City and San Francisco could get a Southern California climate if global warming pollution continues at the current pace, a new study finds.

In 2080, North Carolina’s capital, Raleigh, could feel more like Florida’s capital, Tallahassee, while the nation’s capital will have a climate more akin to just north of the Mississippi Delta, if the globe stays on its current carbon pollution trend. Miami might as well be southern Mexico and the beautiful mornings in future Des Moines, Iowa, could feel like they are straight out of Oklahoma.

That’s according to a study Tuesday in the journal Nature Communications that tries to explain climate change better.

“The children alive today, like my daughter who is 12, they’re going to see a dramatic transformation of climate. It’s already under way,” said study lead author Matt Fitzpatrick. He’s an ecology professor at the University of Maryland’s Center for Environmental Sciences in Frostburg, Maryland, which won’t quite measure up to its name with climate more like current day southern Kentucky.

But if the world cuts back on its carbon dioxide emissions, peaking around 2040, then New York’s climate can stay closer to home, feeling more like central Maryland, while Chicago’s climate could be somewhat like Dayton, Ohio’s.

Fitzpatrick looked at 12 different variables for 540 U.S. and Canadian cities under two climate change scenarios to find out what the future might feel like in a way a regular person might understand. He averaged the climate results from 27 different computer models then found the city that most resembles that futuristic scenario.

He put the results on a website that allows people to check how their nearest city could feel.

“Wow,” said Northern Illinois University climate scientist Victor Gensini, who wasn’t part of the study. “The science here isn’t new but a great way to bring impacts to the local scale user.”

Biggest change

The 540 cities on average move 528 miles (850 kilometers) to the south climate-wise, if carbon emissions keep soaring. If the world cuts back, the cities move on average 319 miles (514 kilometers).

The city that moves the most is Wasilla, Alaska, which if emissions aren’t cut back could feel like eastern Wisconsin, 11 degrees warmer in the summer. It’s a change of about 2,720 miles (4,379 kilometers).

“Visualizations that tap into our own lived experiences make a lot of sense,” said Oregon State University climate scientist Kathie Dello, who wasn’t part of the study and doesn’t like what it shows for her region. “Telling people in historically mild Portland that the climate in the late 21st century will be more like the hot Central Valley of California is jarring.”

Poll: Americans ‘Alarmed’ by Climate Change Double in Just 5 Years

The proportion of Americans found to be “alarmed” by climate change has doubled in just five years, the pollsters behind a nationwide survey revealed on Tuesday.

Twenty-nine percent of respondents to the poll conducted last December by Yale and George Mason universities were in the alarmed category — an all-time high — and twice the percentage of those surveyed in 2013.

More than 1,100 adults across the United States were asked about their beliefs, attitudes and behaviors toward climate change.

The answers were then used to classify respondents into six groups, from dismissive, or least worried about climate change, to alarmed, for those most worried.

Those deemed dismissive of global warming represented 9 percent of respondents, a drop of five points compared to 2013.

‘Green New Deal’

The findings come amid a growing polarization of the political debate over the issue of global warming in the United States.

The decision by U.S. President Donald Trump to pull out of the Paris climate deal has fired up his base, while opponents have championed a “Green New Deal” that seeks to eliminate the nation’s heat-trapping greenhouse gas emissions within a decade.

The 2015 Paris accord, agreed by nearly 200 nations, seeks to wean the global economy off fossil fuels in the second half of this century, limiting the rise in average temperatures to “well below” 2 degrees Celsius (3.6 Fahrenheit) above pre-industrial times.

The increased visibility of global warming such debates generate could explain Americans’ rising concern, said Kenneth Sherrill, a political science professor emeritus at Hunter College in New York City.

“The more information you get there more interested that you are,” he said.

Academic research has further shown that growing exposure to bouts of extreme weather may also change minds, he added. “And it results in higher concern.”

Climate change influences economy

Climate change will cost the U.S. economy hundreds of billions of dollars by the end of the century, hitting everything from health to infrastructure, according to a 2018 government report, the Fourth National Climate Assessment Volume II.

Meanwhile, three of the five costliest hurricanes in the United States — Harvey, Maria and Irma — occurred in 2017, according to the National Oceanic and Atmospheric Administration, part of the U.S. Commerce Department.

Who Knows Best? Cities Consult Citizens for Fresh Ideas

Barcelona residents had until the end of January to submit suggestions for a plan to redevelop the green spaces of Montjuic, an iconic hill overlooking the Catalan capital.

Few people live on Montjuic itself, which sports a stadium built for the 1992 Olympic Games alongside museums, a castle and recreational areas, but there are dense residential streets at the bottom of the hill.

Inhabitants of those neighborhoods were given the chance to add their ideas on things like transport and environmental protection — both online and at meetings — to a draft of the city council’s action plan for Montjuic.

Barcelona often uses inclusive processes like this to gather citizens’ input on municipal projects — a trend that is growing worldwide at city and national levels.

Recent surveys in Barcelona, Spain’s second-largest city, demonstrate that people want, and are able, to take part in shaping urban development.

But with municipal elections to be held in May, Fernando Pindado, commissioner for democracy and active participation at Barcelona City Council, said working methods needed to be strengthened so they remain consistent, no matter which political party is in charge.

And the city is still looking for the best ways to incorporate the views of a wider range of people, he added. “Not all citizens are the same — there are lots of foreigners, some have kids, some don’t,” he said. “The internet is very useful for extending social debates … but not everyone has internet access.”

Berlin’s refugees

Participatory processes are gradually emerging in cities around the world, as digital technology makes them simpler and faster for local authorities to implement.

Getting them to work effectively, however, can be challenging for governments and citizens alike, said Birgit zur Nieden, a commissioner in the Senate of Berlin, which governs the German city.

That was the case when the senate trialed a new way of designing a program to improve the lives of refugees in the capital, she said.

“In 2015, many such people came — and Berlin failed in some regards to attend to their needs well,” she told the Thomson Reuters Foundation.

The process, which lasted about nine months, involved inviting NGOs and other organizations that interact with migrants to take part in working groups on relevant topics.

The goal was to infuse their knowledge and understanding of refugees’ needs into the city program, she explained.

In practice, the design was complex, and the administration and civil society groups did not find it easy to work productively together, she said.

Nonetheless, it was useful to get to know each other and exchange expertise, she added.

Youthful edge 

Beth Noveck, director of the Governance Lab at New York University, said harnessing new technology to engage the wider public in drafting laws was “a global phenomenon.”

But previously authoritarian states like Taiwan and Brazil are experimenting with it the most, she added.

“In countries that have long-established and highly rule-based legislative practices, innovation can be difficult in contrast to countries with younger democratic institutions,” she said.

In Taiwan, artificial intelligence and other technology was used to engage 200,000 people in crafting legislation on company shareholder requirements and internet alcohol sales, for instance, Noveck said.

The government uses an open source tool called Polis, which makes it possible to take the pulse of a large group using an algorithm that clusters their responses.

Brazil is using an app called Mudamos to allow ordinary people to digitally sign proposed bills relating to popular issues such as public cleanliness and municipal transport.

Meanwhile, in January, French President Emmanuel Macron launched a two-month “great national debate,” in response to ongoing “yellow vest” protests largely rooted in dissatisfaction over growing social inequalities.

Through a series of internet-based consultations, workshops and regional conferences, the government is canvassing citizens’ views on key themes including environmental policy, taxation, democracy and public services.

Transparency 

In general, participatory processes are being used more at the local level because party politics are less dominant here, with cities like Reykjavik, Barcelona and Bogota pioneering the use of online engagement, Noveck said.

People also find it easier to spot problems, identify solutions and evaluate legislation that directly affects their daily lives, she noted.

But in Barcelona, for example, there is still a lack of transparency over how the proposals gathered are used, according to a research project into participatory processes called CrowdLaw Catalog, led by the Governance Lab.

In recent years, which ideas made it into the Municipal Action Plan and why has not been clear, the Catalog said, noting a statistical model could be used in future to measure this.

Barcelona City Council’s Pindado said the Spanish city had found it useful to set up an independent body to monitor citizen consultations, boosting confidence they would be protected from political interference.

While the level of public interest always depends on the topic, “we’re getting to a point where these participatory processes are no longer dependent on the government’s will,” he added.

‘Sexist’ Data Holds Women Back, Bill and Melinda Gates Say

“Sexist” data is making it harder to improve women’s and girls’ lives, the world’s leading philanthropic couple Bill and Melinda Gates said Tuesday in an open letter.

The couple warned that a lack of focus by researchers on gender and a disdain for what were perceived as “women’s issues” were resulting in “missing data” that could lead to better decisions and policies, enable advocacy and measure progress.

“The data we do have — data that policymakers depend on — is bad. You might even call it sexist,” Melinda Gates wrote in their annual letter discussing the work of their foundation, one of the largest private charities in the world.

Gender inequality is one of the greatest barriers to human progress, the United Nations said last year, with studies showing that when girls stay in education, they have more opportunities and healthier children, which boosts development.

Scientists have discovered in 2.1-billion-year-old black shale from a quarry in Gabon the earliest evidence of a revolutionary development in the history of life on Earth, the ability of organisms to move from one place to another on their own.

The researchers on Monday described exquisitely preserved fossils of small tubular structures created when unknown organisms moved through soft mud in search of food in a calm and shallow marine ecosystem. The fossils dated back to a time when Earth was oxygen-rich and boasted conditions conducive to simple cellular life evolving more complexity, they said.

Life emerged in Earth’s seas as single-celled bacterial organisms perhaps 4 billion years ago, but the earliest life forms lacked the ability to move independently, called motility.

The Gabon fossils are roughly 1.5 billion years older than the previous earliest evidence of motility and appearance of animal life.

The Gabonese shale deposits have been a treasure trove, also containing fossils of the oldest-known multicellular organisms.

“What matters here is their astonishing complexity and diversity in shape and size, and likely in terms of metabolic, developmental and behavioral patterns, including the just-discovered earliest evidence of motility, at least for certain among them,” said paleobiogeochemist and sedimentologist Abderrazak El Albani of the University of Poitiers in France.

The identity of these pioneering mobile organisms remains mysterious. The fossils did not include the organisms themselves.

The tubular structures, up to 6.7 inches (170 mm long), originally were made of organic matter, perhaps mucus strands left by organisms moving through mud. The researchers said the structures may have been created by a multicellular organism or an aggregation of single-celled organisms akin to the slug-like organism formed when certain amoebas cluster together in lean times to move collectively to find a more hospitable environment.

“Life during the so-called Paleoproterozoic Era, 2.5 to 1.6 billion years ago, was not only bacterial, but more complex organisms had emerged at some point, likely only during some phases and under certain environmental circumstances,” El Albani said.

In comparison, the first vertebrates appeared about 525 million years ago, dinosaurs about 230 million years ago and Homo sapiens about 300,000 years ago.

The evolutionary experimentation with motility may have encountered a setback relatively soon after the Gabon organisms lived because of a dramatic drop in atmospheric oxygen 2.08 billion years ago.

The research was published in the Proceedings of the National Academy of Sciences.

US Sees Growing Threats to ‘Freedom of Action’ in Space

Russia and China are racing to advance their space-based military capabilities and could soon prevent the United States and its allies from using outer space freely.

The warning, in a new report Monday from the Defense Intelligence Agency, builds on a series of warnings issued by the defense and intelligence communities over the past several years.

But unlike many previous assessments, which focused on Russian and Chinese efforts to match or counter U.S. capabilities, the new DIA report suggests both countries are pursuing a far more aggressive agenda.

“They are developing systems that pose a threat to freedom of action in space,” the report warned, citing current Russian and Chinese military doctrine that sees the ability to control outer space as “integral to winning modern wars.”

U.S. defense intelligence officials believe Russia and China have spent the past four years increasingly aligning their militaries around the importance of space operations.

Already, those efforts have resulted in what officials describe as “robust and capable” space services for both countries, with improvements constantly in the works.

Additionally, Russia and China now have “enhanced situational awareness, enabling them to monitor, track and target U.S. and allied forces,” the report said.

Both countries have also made gains in tracking U.S. space assets.

“Chinese and Russian space surveillance networks are capable of searching, tracking, and characterizing satellites in all Earth orbits,” the report added.

Such capabilities are critical in order for Russia and China to successfully use a variety of systems that could eliminate or incapacitate U.S. satellites, from directed energy weapons to anti-satellite missiles.

While the DIA report warns Russia and China pose the greatest threats to the U.S. in space, other countries are also taking aim at U.S. dominance in space, including Iran and North Korea.

Both Tehran and Pyongyang have shown the ability to jam space-based communications and “maintain independent space launch capabilities.”

In January, the U.S. issued a new National Intelligence Strategy, which warned of growing competition in space.

The strategy, by the Office of the Director of National Intelligence, said both Russia and China are pursuing “a full range of anti-satellite weapons, which could degrade U.S. intelligence gathering abilities.”

The U.S. Worldwide Threat Assessment issued late last month also said China already has an anti-satellite missile capable of hitting satellites in low-Earth orbits, while Russia has been field testing ground-based laser weapons.

US Youth Smoking Decline Stalls, And Vaping May Be to Blame

Cigarette smoking rates have stopped falling among U.S. kids, and health officials believe youth vaping is responsible.

For decades, the percentage of high school and middle school students who smoked cigarettes had been declining. For the past three years, it has flattened, according to new numbers released Monday.

There may be several reasons, but a recent boom in vaping is the most likely explanation, said Brian King of the Centers for Disease Control and Prevention.

“We were making progress, and now you have the introduction of a product that is heavily popular among youth that has completely erased that progress,” King said.

The CDC findings come from a national survey conducted last spring of more than 20,000 middle and high school students. It asked if they had used any tobacco products in the previous month. Some of the findings had been released before, including the boom in vaping.

Experts attribute the vaping increase to the exploding popularity of newer versions of e-cigarettes, like those by Juul Labs Inc. of San Francisco. The products resemble computer flash drives, can be recharged in USB ports and can be used discreetly — including in school bathrooms and even in classrooms.

According to the new CDC data, about 8 percent of high schoolers said they had recently smoked cigarettes in 2018, and about 2 percent of middle schoolers did. Those findings were about the same seen in similar surveys in 2016 and 2017.

It also found that about 2 in 5 high school students who used a vaping or tobacco product used more than one kind, and that the most common combination was e-cigarettes and cigarettes. Also, about 28 percent of high school e-cigarette users said they vaped 20 or more days in the previous month — nearly a 40 percent jump from the previous year.

Smoking, the nation’s leading cause of preventable illness, is responsible for more than 480,000 deaths each year. The U.S. Food and Drug Administration bans the sale of e-cigarettes and tobacco products to those under 18.

Gateway to regular cigarettes?

E-cigarettes are generally considered better than cigarettes for adults who are already addicted to nicotine. But health officials have worried for years that electronic cigarettes could lead kids to switch to smoking traditional cigarettes.

“I think the writing is on the wall,” with research increasingly suggesting e-cigarettes are becoming a gateway to regular cigarettes, said Megan Roberts, an Ohio State University researcher.

There is, however, some split of opinion among health researchers. Some had linked e-cigarettes to an unusually large drop in teen smoking a few years ago, and they say it’s not clear to what extent the decline in smoking has stalled or to what degree vaping is to blame.

Cigarette smoking is still declining in some states. And another large survey found that smoking has continued to drop among 12th graders, though not in younger school kids.

“It’s not clear yet what’s going on and it’s best to not jump to any conclusions,” said David Levy, a Georgetown University researcher.

In a statement, a Juul spokeswoman said the company has taken steps to prevent children from using its products and supports prohibiting sales of e-cigarettes to anyone under 21.
